THEY SAY TOKUDA COULD HAVE BEEN SHOGUN, and Tokuda will scream this at anyone within earshot of the sake stand, chest out, veins doing the war-drum thing they used to do before actual wars. Instead he found Raiku on a street corner in Kyoto passing a joint like it was a peace treaty, and Tokuda, who never once backed down from a challenge, could not back down from that either.
